fix: signature/combo 브랜치 RequiresAllConditions 누락 수정

- signatureBranch에 SetBranchRequiresAll(true) 추가
- comboBranch에 SetBranchRequiresAll(true) 추가
- 누락 시 패턴 준비만 되면 페이즈 조건 무시하고 발동 가능했음
